Every agency in Dubai has the same complaint. The portal leads come in, the team calls, and almost nothing turns into a viewing. The usual explanation is that the leads are bad. They are not bad. They are shared, they are early, and they arrive with a clock already running. Once you see what a portal enquiry actually is, the fix stops being "call harder" and becomes a system question.

What a portal lead actually is
When someone taps Call or WhatsApp on a listing, the enquiry goes to the agent behind that listing. On paper, that is your lead. In practice, three things are happening at the same time.
The unit is rarely yours alone. Since October 2022 the Dubai Land Department has let a seller list a property with up to three brokers, each holding a digitally approved Form A (Gulf News, October 2022). Three brokers, three listings, one buyer who taps all three because the photos look identical.
The buyer is not enquiring on one unit. They are enquiring on every two-bed in JVC inside their budget that appeared in the same scroll. Ten agents get "still available?" in the same ten minutes, and the buyer does not remember which listing was whose.
The portals tell you what game you are in. Bayut's TruBroker programme gives its Responsive Broker badge only to agents who answer at least 70% of the calls and WhatsApp messages they receive during business hours, 9am to 9pm on weekdays (Bayut Agent Portal). Property Finder's SuperAgent ranking scores agents on responsiveness, listing quality and agent reports (Property Finder Group). They rank you on speed because they know the enquiry is a race.
Why portal leads don't convert: three holes in the bucket
Hole one is speed. Property Finder's own survey, published when it launched SuperAgent, found that most enquiries now arrive on WhatsApp, that only about 36% get a reply from the agent within 30 minutes, and that 30% never get a reply at all (Property Finder Group). Now put that next to what the delay costs. The Lead Response Management Study, built with MIT professor James Oldroyd on InsideSales.com call data, found the odds of qualifying a web lead fall about four times between minute five and minute ten, and about 21 times between minute five and minute thirty. The odds of even reaching the person fall more than tenfold inside the first hour.
Those are US numbers and not specific to property. The mechanism is universal, and in Dubai the buyer is comparing agents in real time on WhatsApp. If your first reply lands after lunch, you are replying to someone who already has a viewing booked.
Hole two is intent. The enquiry button costs the buyer nothing. "Is this still available?" commits to nothing and often means "I am three weeks into browsing." Treat every one like a hot buyer and the team burns out in a month. Ignore them and you lose the few that were real. You need a way to tell the two apart in the first two minutes.
Hole three is the missing system. The buyer who is not ready this week is real, just not ready. Most agencies we have looked at have no follow-up beyond two calls and a "let me know." The contact is dropped, the buyer purchases in sixty days through whoever stayed in touch, and the agency pays the portal again for the same person.
The market got more crowded in 2025
The race is getting longer. According to the Dubai Land Department, Dubai ended 2025 with 32,294 registered real estate brokers, 13,083 of them new that year, a 38% jump, working from 9,785 brokerage offices. Brokers handled 96,440 transactions in 2025, up 54% (DLD, March 2026).
More deals, yes. But when thirteen thousand new brokers arrive in one year and most of them start on the same two portals, a shared enquiry is worth a little less every quarter. The agencies still growing are the ones that stopped treating that enquiry as the product.

Budget and financing, timeline, area and unit type, purpose. Two minutes in chat saves two hours in a car, and it tells you which "still available?" is a buyer and which is a browser.
Follow-up that lasts as long as the decision
Most buyers take weeks, not days. A sequence of useful touches over sixty to ninety days, new units, price moves, a Golden Visa note, keeps you as the agent they come back to when they are ready.

How to keep using the portals without depending on them
None of this means cancelling Bayut or Property Finder. It means demoting them from lifeline to channel.
- Earn the badges. Reply inside minutes and keep your response rate above Bayut's 70% threshold. The badges are the closest thing the portals offer to a preference for you over the other two brokers on the unit.
- Keep listings compliant. Valid Trakheesi permit, TruCheck where it applies, and the Madmoun QR code the DLD introduced in April 2023 so anyone can scan an ad and confirm it is genuine and still live (Dubai Land Department). Buyers have learned to skip listings they cannot verify.
- Measure cost per qualified viewing, not cost per lead. Cheap leads that never become viewings are the most expensive thing you buy.
- Cap the share. Decide what portion of your marketing budget the portals get, and move the rest into channels that produce buyers only you have.
Do that and the portals become a useful input again. Just not the thing your month depends on.
